The only thing I have done is add pre-statement step. The very FIRST thing everyone does is check who’s Intellect is lowest; whomever has the lowest one must state their general intentions first (if a tie, the player with the character who has the lowest Intuition must state first; if that is a tie, the character with lowest Luck; if that is a tie, lowest Agility; still a tie, roll a d12 and lowest roll states first…if that ties, keep re-rolling until it isn’t a tie).

The general intentions must be stated, but not specifically how. In other words, “Melee with the monster” is fine; you don’t have to say “I’m going to Strike once, and Parry once”. The general intention is to “attack/go-on-offensive against foe”. So “I’m going to move”, or “Casting a spell”, or “Drink a potion”, are all good general intentions.

The GM, likewise, states general intentions of the opponents, based on there Intellect (or what have you). The reasoning for all this is to make it easy for people in the game to get a better feeling for what is going on in the scene. It also allows the GM a bit more flexibility for playing vastly intelligent or cunning creatures who would be able to anticipate their opponents “next move” better.
